Narrative:
Departed from cloverdale airport in marginal VFR conditions. Climbed to 1500' MSL VFR and contacted oakland center for IFR clearance to watts-woodland. Due to deteriorating WX conditions I was forced to turn 180 degree back toward departure airport to maintain VFR while waiting for IFR clearance from oakland center. I received clearance from center to climb and maintain 7000' and cleared direct watts-woodland (destination). I turned to heading 140 degree in order to climb above 4000' MSL to ensure terrain avoidance, then turned on course and continued climb. I was not sure if 7000' per the clearance would provide terrain clearance along my intended route of flight thus I picked up a sectional to determine the altitude necessary for terrain avoidance along the route. While consulting the sectional, I inadvertently continued climbing to 8100' MSL. At that time I realized that I had overshot my assigned altitude and immediately descended to my assigned altitude of 7000' MSL. 3-4 mins later oakland center confirmed my altitude.

Title: CORP PLT RECEIVES IFR CLRNC WHEN AIRBORNE. CONCERNED REGARDING TERRAIN CLRNC. CLIMBS ABOVE ASSIGNED.
Narrative: DEPARTED FROM CLOVERDALE ARPT IN MARGINAL VFR CONDITIONS. CLBED TO 1500' MSL VFR AND CONTACTED OAKLAND CTR FOR IFR CLRNC TO WATTS-WOODLAND. I RECEIVED CLRNC FROM CTR TO CLB AND MAINTAIN 7000' AND CLRED DIRECT WATTS-WOODLAND (DEST). I TURNED TO HDG 140 DEG IN ORDER TO CLB ABOVE 4000' MSL TO ENSURE TERRAIN AVOIDANCE, THEN TURNED ON COURSE AND CONTINUED CLB. I WAS NOT SURE IF 7000' PER THE CLRNC WOULD PROVIDE TERRAIN CLRNC ALONG MY INTENDED RTE OF FLT THUS I PICKED UP A SECTIONAL TO DETERMINE THE ALT NECESSARY FOR TERRAIN AVOIDANCE ALONG THE RTE.
