Narrative:
An aircraft was doing practice approaches. The aircraft requested the VOR a approach to join the arc to start the approach. It isn't an approach that is normally used. I cleared the aircraft to maintain 3000 ft. Until established and they got into the small 032 MVA area at 3000 ft. No recommendations. I should have looked at the MVA prior to clearing.
