Narrative:
Small aircraft X inbound from the south on V23 to mfr at 12000'. Small aircraft Y departing mfr on departure procedure. Small aircraft Y flew the procedure improperly and I was trying to determine what action to take. Small aircraft X was descended to 10000', terminated radar and shipped to mfr. Mfr called and asked position of small aircraft X. I said he was over talem intersection when he was actually over leann. I was then relieved and went home. After I left, mfr called the controller at sector 30 and asked for the position first officer small aircraft X. He said, correctly, that he was over talem and mfr questioned because small aircraft X was reported over talem 8 mins before. I was then called at home by the supervisor and told what had happened and that small aircraft X had been descended below the MEA and mia by mfr based on my report.

Narrative: SMA X INBND FROM THE S ON V23 TO MFR AT 12000'. SMA Y DEPARTING MFR ON DEP PROC. SMA Y FLEW THE PROC IMPROPERLY AND I WAS TRYING TO DETERMINE WHAT ACTION TO TAKE. SMA X WAS DSNDED TO 10000', TERMINATED RADAR AND SHIPPED TO MFR. MFR CALLED AND ASKED POS OF SMA X. I SAID HE WAS OVER TALEM INTXN WHEN HE WAS ACTUALLY OVER LEANN. I WAS THEN RELIEVED AND WENT HOME. AFTER I LEFT, MFR CALLED THE CTLR AT SECTOR 30 AND ASKED FOR THE POS FO SMA X. HE SAID, CORRECTLY, THAT HE WAS OVER TALEM AND MFR QUESTIONED BECAUSE SMA X WAS RPTED OVER TALEM 8 MINS BEFORE. I WAS THEN CALLED AT HOME BY THE SUPVR AND TOLD WHAT HAD HAPPENED AND THAT SMA X HAD BEEN DSNDED BELOW THE MEA AND MIA BY MFR BASED ON MY RPT.
