Narrative:
While flying the sydney north 1 departure, I allowed my aircraft to exceed 250 KIAS below 10000' with 30 DME of the sy airport. I did not notice my copilot, who was flying at the time, reset the airspeed knob from 250 to 300 KTS, while I was engaged in an abnormal procedure involving the flight directors and mode displays. While involved in the abnormal situation, I failed to monitor my copilot's resetting of and acceleration to 300 KIAS on the departure below 10000'. ATC syd departure asked what airspeed we were flying, 'are you flying 300 KTS?' I did not realize that we were until that time at approximately 6700' on the departure. I affirmed to ATC that we were at 300 KTS and instructed my copilot to slow to 250 KTS until 10000', which he did. He stated that since he was over water on the departure, he assumed he could accelerate to any speed he wanted. I reminded him of aussie ATC rules below 10000' within 30 DME which he said he was unaware of at this time.

Narrative: WHILE FLYING THE SYDNEY N 1 DEP, I ALLOWED MY ACFT TO EXCEED 250 KIAS BELOW 10000' WITH 30 DME OF THE SY ARPT. I DID NOT NOTICE MY COPLT, WHO WAS FLYING AT THE TIME, RESET THE AIRSPD KNOB FROM 250 TO 300 KTS, WHILE I WAS ENGAGED IN AN ABNORMAL PROC INVOLVING THE FLT DIRECTORS AND MODE DISPLAYS.
