Narrative:
Release for flight sent via normal means. Flight is a dca orf flight. Phf was given as alternate. Phf amended the forecast. I did not notice in time to change the alternate. Flight was approximately 15 mins to destination when phf amended. Dispatcher was very busy at time with several aircraft. Corrective action suggested: more dispatchers on duty and increased awareness of responsibility.

Narrative: RELEASE FOR FLT SENT VIA NORMAL MEANS. FLT IS A DCA ORF FLT. PHF WAS GIVEN AS ALTERNATE. PHF AMENDED THE FORECAST. I DID NOT NOTICE IN TIME TO CHANGE THE ALTERNATE.
