Narrative:
VFR conditions 80 mi visibility. Touch and go landing practice in progress. Stellar airport, chandler, az. I was operating a 1990 small aircraft X training aircraft from my employer in phx where I serve as chief pilot and director of training. I had been doing touch and go lndgs for some 40 mins. Using proper radio procedures and reporting points on 122.8. While on short final at approximately 200-300' AGL and 1/4 mi final approach a yellow small aircraft Y aircraft turned in front of me from my left. We were at the same altitude and approximately 15' horizontal sep. He had made no radio calls and did not appear to be in distress. I had to take control of the aircraft and make a severe evasive action to miss him. I broke high and right and cleaned up the aircraft. I then descended to build airspeed parallel to the runway over a housing project. Approximately 300' AGL, I reached climb airspeed and returned to pattern altitude. I then landed to speak with the small aircraft Y pilot. I asked if he was radio equipped and he said yes. I asked if he heard any of my radio calls and he said yes. I asked why he would turn in front of an aircraft established on short final and clearly #1 to land, and he said that because he lived at the airpark, he could do that, and that he knew the airport better than I. I asked if he was concerned about a near miss. He said he felt he could make it in, in front of us, no problem. This pilot should be violated. He has no place in our airspace system with that attitude. I was operating a low wing small aircraft. He was flying a high wing, fixed gear small aircraft. I appreciate your system as a pilot and I have seen it work in the past. I hope you can do something in this case.

I ASKED WHY HE WOULD TURN IN FRONT OF AN ACFT ESTABLISHED ON SHORT FINAL AND CLEARLY #1 TO LAND, AND HE SAID THAT BECAUSE HE LIVED AT THE AIRPARK, HE COULD DO THAT, AND THAT HE KNEW THE ARPT BETTER THAN I. I ASKED IF HE WAS CONCERNED ABOUT A NEAR MISS. HE SAID HE FELT HE COULD MAKE IT IN, IN FRONT OF US, NO PROB. THIS PLT SHOULD BE VIOLATED. HE HAS NO PLACE IN OUR AIRSPACE SYS WITH THAT ATTITUDE. I WAS OPERATING A LOW WING SMA. HE WAS FLYING A HIGH WING, FIXED GEAR SMA. I APPRECIATE YOUR SYS AS A PLT AND I HAVE SEEN IT WORK IN THE PAST. I HOPE YOU CAN DO SOMETHING IN THIS CASE.
