Narrative:
While on final approach to runway 31, our aircraft encountered a C210 at close range and traveling in the opposite direction. The C210 had just initiated the missed approach procedure for an instrument approach into runway 13. These are opposing runways. At the time of the occurrence, at least 1 other aircraft had been on short final (our aircraft was #2 on final approach to runway 31), and took evasive action by aborting the landing to avoid the C210 approaching head-on. Visual instrument approachs flown to minimums for runway 13 are a common and unsafe practice that occur on a regular basis, while multiple aircraft are using a traffic pattern for and landing on runway 31. Callback conversation with reporter revealed the following information: there are 3 flight schools at pvu. Reporter stated that there is not one single flight school that creates this problem. In fact, at the time of this occurrence, the aircraft was a transient one from the valley. The reporter has talked with his chief pilot about these incidents and not much came of the meeting. During the olympics there was a part time ATCT tower installed. Those controllers saw the problem with training events and have asked the FAA to install a permanent part time ATCT facility at pvu. This will occur around the middle of next yr. Reporter is going to stay in touch with the chief pilot, the local FSDO and the airport manager. The missed approach procedure as charted is problematic in that the ILS aircraft has to proceed 6 mi straight out before turning right. This places that aircraft directly in line with aircraft on approach to runway 31. Perhaps the missed approach procedure can be altered with an earlier turn to the south.

Narrative: WHILE ON FINAL APCH TO RWY 31, OUR ACFT ENCOUNTERED A C210 AT CLOSE RANGE AND TRAVELING IN THE OPPOSITE DIRECTION. THE C210 HAD JUST INITIATED THE MISSED APCH PROC FOR AN INST APCH INTO RWY 13. THESE ARE OPPOSING RWYS.
