Narrative:
Climbing from dca to phl we encountered heavy rain and moderate turbulence. We asked ZDC for a left turn to avoid WX. He refused. He said if we wanted to turn left we could 'squawk 7700 and do what we wanted to.' we did.

Narrative: CLBING FROM DCA TO PHL WE ENCOUNTERED HVY RAIN AND MODERATE TURB. WE ASKED ZDC FOR A L TURN TO AVOID WX. HE REFUSED. HE SAID IF WE WANTED TO TURN L WE COULD 'SQUAWK 7700 AND DO WHAT WE WANTED TO.' WE DID.
