Narrative:
Climbing from dca to phl we encountered heavy rain and moderate turbulence. We asked ZDC for a left turn to avoid WX. He refused. He said if we wanted to turn left we could 'squawk 7700 and do what we wanted to.' we did.

Title: B737-400 FLC REQUESTED TURN TO DEVIATE AROUND WX. ATC WAS UNABLE TO APPROVE TURN, AND SUGGESTED A SQUAWK OF 7700 AND THEN GO WHERE THEY WOULD LIKE.
