Narrative:

I was working the hinch mountain sector in ZTL, when small aircraft X, a VFR I was giving flight following, reported a 'close call' with small aircraft Y at his altitude. He asked me if I saw the traffic on radar. I did not. The crossville radar site does not provide WX information or primary target data, so this other small aircraft Y at G5 did not have a transponder, so I did not see him. An unsatisfactory condition report has been filed concerning this radar site. We (air traffic controllers) are not being given adequate equipment so we can do our jobs and prevent life-threatening situations.
