Narrative:
We have two phones to the crash crew (fire department). Our second phone most recently installed. We don't know how to use this system (never been briefed) but we heard that crash fire rescue equipment calls us on new phone, then we call back on our old phone. This is a direct line, no dialing necessary. This morning when crash fire rescue equipment called we called back on the old phone. 'Your call cannot be completed as dialed, please check your directory', was the recorded response. We still don't know how to contact the fire department in case of an emergency. Hope we don't have one. Callback conversation with reporter revealed the following information. Reporter gave ATC experience. He stated that there are two phones in the tower now, one white phone that the crash crew uses to communication with the tower, and a red phone that the tower uses for communication. At xa:00 am for their daily check, the crash crew calls the tower on the white phone and asks for a call back on the red. Reporter states that in many cases the red phone cannot make contact. He thinks the problem started when airport manager got on the line. Prior to this there was only one phone and they had no problems. The facility had something in the reading binder, but the reporter does not think it was enough. No ucr has been filed. Reporter has notified his supervisor and it was written up. New facility manager just arrived at facility and reporter doesn't think she knows about problem.

Title: NEW CRASH PHONE SYSTEM AT TWR NOT PREVIOUSLY BRIEFED WITH CTLRS, AND MAY NOT BE WORKING AS DESIGNED.
Narrative: WE HAVE TWO PHONES TO THE CRASH CREW (FIRE DEPT). OUR SEC PHONE MOST RECENTLY INSTALLED. WE DON'T KNOW HOW TO USE THIS SYS (NEVER BEEN BRIEFED) BUT WE HEARD THAT CFR CALLS US ON NEW PHONE, THEN WE CALL BACK ON OUR OLD PHONE. THIS IS A DIRECT LINE, NO DIALING NECESSARY.
