Narrative:
Received a SVFR from mdw and departed. Took up a heading of 290 degrees, then worked my way to overfly 06C. After overlying 06C, took up a heading of about 340 degrees and started to climb about 7 mi after 06C to 3000'. Flew about 8 mi then climbed to 3500'. At another 8 mi was out of the ord TCA and to get better performance and better visibility went to climb above clouds. Found tops at 7000' and leveled at 7500'. Realized it was solid to the north and 8500' was not a good idea. Decided to turn back. Flying now at 180 degrees, nothing but overcast. Found a clearing and could see ground. The clearing was about 1.5 mi. Used my emergency airport search on the LORAN. 3CK was 5 mi southwest. Descended through the clearing and leveled at around 1700'. Proceeded to 3CK and landed safely. After landing was told to call chicago approach. Approach told me that I violated the TCA airspace and that an incident report would be filed with the local GADO office. I called the GADO office and talked to the inspector who informed me that the top of the TCA was changed from 7000 to 10000' about 1 week previously. I had no knowledge of this.

Title: GA PLT ON PLEASURE FLT INADVERTNELY PENETRATES ORD TCA WHILE TRYING TO DESCEND BELOW CLOUD LAYER.
Narrative: RECEIVED A SVFR FROM MDW AND DEPARTED. TOOK UP A HDG OF 290 DEGS, THEN WORKED MY WAY TO OVERFLY 06C. AFTER OVERLYING 06C, TOOK UP A HDG OF ABOUT 340 DEGS AND STARTED TO CLB ABOUT 7 MI AFTER 06C TO 3000'. FLEW ABOUT 8 MI THEN CLBED TO 3500'. AT ANOTHER 8 MI WAS OUT OF THE ORD TCA AND TO GET BETTER PERFORMANCE AND BETTER VISIBILITY WENT TO CLB ABOVE CLOUDS. FOUND TOPS AT 7000' AND LEVELED AT 7500'. REALIZED IT WAS SOLID TO THE N AND 8500' WAS NOT A GOOD IDEA. DECIDED TO TURN BACK. FLYING NOW AT 180 DEGS, NOTHING BUT OVCST. FOUND A CLRING AND COULD SEE GND. THE CLRING WAS ABOUT 1.5 MI. USED MY EMER ARPT SEARCH ON THE LORAN. 3CK WAS 5 MI SW. DSNDED THROUGH THE CLRING AND LEVELED AT AROUND 1700'. PROCEEDED TO 3CK AND LANDED SAFELY. AFTER LNDG WAS TOLD TO CALL CHICAGO APCH.
