Narrative:
While descending through 6500' MSL on a left base to final for runway 08 bur, we saw the small aircraft maneuvering on an apparent sightseeing joyride. We had to take evasive action to avoid collision. Approach was no help with this traffic as they were painting other traffic. My belief is that due to the large # of civil aircraft in the area, the arrival corridor into bur is unsafe and some type of action should be taken. Perhaps a restr area for IFR arrs.
