Narrative:
Cleared for a visibility approach to 18R at cvg. After the flaps were set 15 degrees, the gear was down, the first officer began the landing checklist and inadvertently shut down #1 engine by pulling condition lever to fuel off rather than pushing forward to the cruise lock out position, as called for by the checklist. I attempted to initiate a restart, but the combination of wind milling propeller, gear and flaps caused the airspeed to bleed off so rapidly that I lost the altitude while just maintaining V2, so I brought the gear back up, feathered the propeller, explained the problem to the tower and requested a change in runways to the closest one, which was 18L. With landing assured, I called for gear and final flap setting and landing was uneventful. First officer was inexperienced with about 100 hours in type, and returning from 3 month furlough. First officer understands the seriousness of his mistake.
Original NASA ASRS Text
Title: FO PUT MIXTURE TO CUT OFF INSTEAD OF FULL RICH DURING LNDG APCH. ACFT LANDED SINGLE ENGINE.
Narrative: CLRED FOR A VIS APCH TO 18R AT CVG. AFTER THE FLAPS WERE SET 15 DEGS, THE GEAR WAS DOWN, THE F/O BEGAN THE LNDG CHKLIST AND INADVERTENTLY SHUT DOWN #1 ENG BY PULLING CONDITION LEVER TO FUEL OFF RATHER THAN PUSHING FORWARD TO THE CRUISE LOCK OUT POS, AS CALLED FOR BY THE CHKLIST. I ATTEMPTED TO INITIATE A RESTART, BUT THE COMBINATION OF WIND MILLING PROP, GEAR AND FLAPS CAUSED THE AIRSPD TO BLEED OFF SO RAPIDLY THAT I LOST THE ALT WHILE JUST MAINTAINING V2, SO I BROUGHT THE GEAR BACK UP, FEATHERED THE PROP, EXPLAINED THE PROB TO THE TWR AND REQUESTED A CHANGE IN RWYS TO THE CLOSEST ONE, WHICH WAS 18L. WITH LNDG ASSURED, I CALLED FOR GEAR AND FINAL FLAP SETTING AND LNDG WAS UNEVENTFUL. F/O WAS INEXPERIENCED WITH ABOUT 100 HRS IN TYPE, AND RETURNING FROM 3 MONTH FURLOUGH. F/O UNDERSTANDS THE SERIOUSNESS OF HIS MISTAKE.
