Narrative:

Air carrier X, an medium large transport, departed dulles, climbed to 10000', nebnd. I effected a handoff to dca via the ARTS, and called the receiving controller to coordination for a higher altitude to top a turboprop 10 mi ahead on the same vector. The controller at dca said unable, he needed 15 mi intrail at same altitude. I gave him 15 but reminded him that a jet cannot be put intrail of a propeller. He never took the handoff and when I started the aircraft in holding, his flight path spilled into dca airspace by 1 mi. The controller at dca filed an airspace deviation.

Title: CTLR WORKING ACR PENETRATED ADJACENT FAC AIRSPACE WITHOUT AUTH.

Narrative: ACR X, AN MLG, DEPARTED DULLES, CLBED TO 10000', NEBND. I EFFECTED A HDOF TO DCA VIA THE ARTS, AND CALLED THE RECEIVING CTLR TO COORD FOR A HIGHER ALT TO TOP A TURBOPROP 10 MI AHEAD ON THE SAME VECTOR. THE CTLR AT DCA SAID UNABLE, HE NEEDED 15 MI INTRAIL AT SAME ALT. I GAVE HIM 15 BUT REMINDED HIM THAT A JET CANNOT BE PUT INTRAIL OF A PROP. HE NEVER TOOK THE HDOF AND WHEN I STARTED THE ACFT IN HOLDING, HIS FLT PATH SPILLED INTO DCA AIRSPACE BY 1 MI. THE CTLR AT DCA FILED AN AIRSPACE DEV.
