Narrative:

Atx X departed sjt IFR at XX49Z to dfw via direct bwd climbing to 7000'. The only other IFR traffic I had at the time was a military aircraft at 8000' at louby, the high penetration approach fix southwest of the airport (no factor for the atx climbing out northeast). Atx X reported on my approach frequency climbing to 7000'. I told him to report leaving 6000'. Then small transport Y came on frequency at XX50 said he was level 6000' with the ATIS. I asked him if he was IFR or VFR because I had no inbound strip on him. He said he was IFR, when his call sign was strip requested the computer said VFR strips inhibited for your area (we don't and can't get VFR strips). I called ZFW and they said small transport Y was VFR and told to maintain 6500'. I told small transport Y to maintain VFR unable IFR due to the traffic climbing out to the northeast to 7000'. ZFW had given me 150 for atx X so I asked atx X his position. He said he was 4.2 DME on the 060 degree right out of 5700'. I told him to climb and maintain 150 report leaving 70. Small transport Y was at 18 DME. When atx X reported leaving 70, I asked small transport Y his position and he said 15 DME on the 015. I cleared him to the VOR descend and maintain 50. The aircraft departed VFR from abi en route to sjt. Small transport Y picked up an IFR clearance from the abi approach controller, but the controller never entered it into the computer so ZFW ad sjt would get IFR strips. The only suggestion I have is to be more vigilant in your duties.

Title: SMT FILED IFR ENROUTE, BUT FLT STRIPS NOT ENTERED IN COMPUTER. SMT CONTINUED THROUGH SEVERAL SECTORS BEFORE MISTAKE CAUGHT.

Narrative: ATX X DEPARTED SJT IFR AT XX49Z TO DFW VIA DIRECT BWD CLBING TO 7000'. THE ONLY OTHER IFR TFC I HAD AT THE TIME WAS A MIL ACFT AT 8000' AT LOUBY, THE HIGH PENETRATION APCH FIX SW OF THE ARPT (NO FACTOR FOR THE ATX CLBING OUT NE). ATX X RPTED ON MY APCH FREQ CLBING TO 7000'. I TOLD HIM TO RPT LEAVING 6000'. THEN SMT Y CAME ON FREQ AT XX50 SAID HE WAS LEVEL 6000' WITH THE ATIS. I ASKED HIM IF HE WAS IFR OR VFR BECAUSE I HAD NO INBND STRIP ON HIM. HE SAID HE WAS IFR, WHEN HIS CALL SIGN WAS STRIP REQUESTED THE COMPUTER SAID VFR STRIPS INHIBITED FOR YOUR AREA (WE DON'T AND CAN'T GET VFR STRIPS). I CALLED ZFW AND THEY SAID SMT Y WAS VFR AND TOLD TO MAINTAIN 6500'. I TOLD SMT Y TO MAINTAIN VFR UNABLE IFR DUE TO THE TFC CLBING OUT TO THE NE TO 7000'. ZFW HAD GIVEN ME 150 FOR ATX X SO I ASKED ATX X HIS POS. HE SAID HE WAS 4.2 DME ON THE 060 DEG R OUT OF 5700'. I TOLD HIM TO CLB AND MAINTAIN 150 RPT LEAVING 70. SMT Y WAS AT 18 DME. WHEN ATX X RPTED LEAVING 70, I ASKED SMT Y HIS POS AND HE SAID 15 DME ON THE 015. I CLRED HIM TO THE VOR DSND AND MAINTAIN 50. THE ACFT DEPARTED VFR FROM ABI ENRTE TO SJT. SMT Y PICKED UP AN IFR CLRNC FROM THE ABI APCH CTLR, BUT THE CTLR NEVER ENTERED IT INTO THE COMPUTER SO ZFW AD SJT WOULD GET IFR STRIPS. THE ONLY SUGGESTION I HAVE IS TO BE MORE VIGILANT IN YOUR DUTIES.
