Narrative:
An aircraft landed runway 17 and reported a garbage bag on the runway. I told ground control, who called a city veh. Ground informed me that the veh was holding short of the approach end of runway 35 and asked to put the veh on the runway. I had numerous arrs to runway 17, so under my breath I said, 'yeah, right.' ground heard me say 'yeah' and put the veh on the runway. An atx X landed runway 17 and while turning off at a taxiway asked what a car was doing on the runway. I asked ground if he had put the car on the runway. He said yes. I told him to get it off and he did. I never saw the veh until it was turning off the runway. I should used the correct procedures and should have told ground 'unable.' he should not have put the veh on the runway west/O receiving proper authority. We were not using the correct procedure. Supplemental information from acn 179745: I was working ground control and was told by the local controller that there was a plastic bag on runway 17. There was a city veh waiting at the departure end of runway 17. I explained the situation to the veh, then coordinated with the local controller to 'check runway 17 from the departure end to cross runway 27R.' I received a clearance, then relayed it to the veh. The veh entered the runway and proceeded northbound. At approximately midfield the atx landed and passed the veh. The local control apparently misunderstood my intentions with the veh and was not aware of the vehs position.

Title: ATX ACFT LANDS WITH VEHICLE ON THE RWY DUE TO MISCOMS BETWEEN LCL CTLR AND GND CTL.
Narrative: AN ACFT LANDED RWY 17 AND RPTED A GARBAGE BAG ON THE RWY. I TOLD GND CTL, WHO CALLED A CITY VEH. GND INFORMED ME THAT THE VEH WAS HOLDING SHORT OF THE APCH END OF RWY 35 AND ASKED TO PUT THE VEH ON THE RWY. I HAD NUMEROUS ARRS TO RWY 17, SO UNDER MY BREATH I SAID, 'YEAH, RIGHT.' GND HEARD ME SAY 'YEAH' AND PUT THE VEH ON THE RWY. AN ATX X LANDED RWY 17 AND WHILE TURNING OFF AT A TXWY ASKED WHAT A CAR WAS DOING ON THE RWY. I ASKED GND IF HE HAD PUT THE CAR ON THE RWY. HE SAID YES. I TOLD HIM TO GET IT OFF AND HE DID. I NEVER SAW THE VEH UNTIL IT WAS TURNING OFF THE RWY. I SHOULD USED THE CORRECT PROCS AND SHOULD HAVE TOLD GND 'UNABLE.' HE SHOULD NOT HAVE PUT THE VEH ON THE RWY W/O RECEIVING PROPER AUTHORITY. WE WERE NOT USING THE CORRECT PROC. SUPPLEMENTAL INFO FROM ACN 179745: I WAS WORKING GND CTL AND WAS TOLD BY THE LCL CTLR THAT THERE WAS A PLASTIC BAG ON RWY 17. THERE WAS A CITY VEH WAITING AT THE DEP END OF RWY 17. THE VEH ENTERED THE RWY AND PROCEEDED NBND. AT APPROX MIDFIELD THE ATX LANDED AND PASSED THE VEH. THE LCL CTL APPARENTLY MISUNDERSTOOD MY INTENTIONS WITH THE VEH AND WAS NOT AWARE OF THE VEHS POS.
