Narrative:
Widebody transport flight from taipei to anchorage (8 plus 30) arriving anchorage in the morning. Runway 6R was closed, flight was cleared for visibility to runway 6L after reporting 'field in sight'. PIC lined up with parallel taxiway ( side of 6L). All crew members were 'headsup' (heads up) observing this approach to landing. PIC observed aircraft on taxiway which was believed to be on runway, lined up for takeoff. PIC commented twice about the aircraft 'on the runway' and no doubt became quite focused on same. First officer and so also commented how 'the guy better get going.' PIC instructed (alerted) crew for possible go around due to the aircraft 'on the runway' and instructed first officer to rechk with tower for landing clearance! PIC believed this would prompt the other aircraft to commence his takeoff in time to provide a safe landing out of this approach. First officer called tower for verification to land, was reclred to land runway 6L. All 3 crew members were still focused on the other aircraft in amazement that he was still just sitting there! At approximately 100 ft, PIC realized the problem, advised the crew and simultaneously received tower instructions to 'go around'. A go around was executed successfully and safely. Fatigue complacency are considered major factors in this situation. Localizer was not crosschecked due to 'fixation' (focus) on the other aircraft!
