Narrative:
Overhead cozumel, made a position report to merida center: 'position cozumel, xa:31Z, FL290, sinla 1442, pinar next.' merida center responded, 'radar contact. Report reaching FL350.' countered, 'understand merida, cleared to climb to FL350?' merida center: 'affirmative, affirmative, report reaching FL350!' 'leaving FL290 for FL350; understand omit position reports.' merida center: 'affirmative.' after checking in with havana center by reporting signal, havana center responded, 'radar contact, confirm altitude 350.' 'affirmative, havana, level 350.' between sinla and pinar, another call to verify altitude from havana. A few mins later, havana center asked, 'who cleared you to FL350, and where clearance received?' 'merida control cleared us to FL350 over cozumel.' several mins later, supervisor from havana center stated, 'merida center maintains that you were never given clearance from FL290 to 350.' 'was cleared to FL350 over cozumel by merida. This was verified at least twice.' a few mins later, havana cleared to descend to FL290 at ZMA's request. Rest of flight was uneventful. Maybe should not have accepted climb west/O a standard climb clearance. Quality of xmissions could have been contributing factor/language difference (?).

COUNTERED, 'UNDERSTAND MERIDA, CLRED TO CLB TO FL350?' MERIDA CENTER: 'AFFIRMATIVE, AFFIRMATIVE, RPT REACHING FL350!' 'LEAVING FL290 FOR FL350; UNDERSTAND OMIT POS RPTS.'
