Narrative:

Air carrier X turbojet departed rochester, ny airport using runway 4 with a left turn flight plan route to pittsburgh, PA, reported on frequency vacating 6000 for 10000. Air carrier X was assigned H228 radar vector for climb to requested altitude, established on assigned cleared to climb to and maintain FL220. Radar vector was assigned to take air carrier X west of small aircraft Y at 130 eastbound V14 at 130. Controller attention was diverted to airspace north of this area where a military fgt was recovering from military airspace and conflict alert was activated with other fgt's in military airspace. My attention returned to air carrier X and small aircraft Y when conflict alert was again activated. Air carrier X data block showed 11.8 and about 7-8 mi at 8 O'clock to small aircraft Y. Air carrier X was cleared right turn 30 degree descend to 120. Air carrier X reported vacating 12.6 for 120 and turning right 30 degree. Small aircraft Y was given right turn 30 degree, but that transmission was blocked. Separation was lost at this point and time.

CTLR ATTN WAS DIVERTED TO AIRSPACE N OF THIS AREA WHERE A MIL FGT WAS RECOVERING FROM MIL AIRSPACE AND CONFLICT ALERT WAS ACTIVATED WITH OTHER FGT'S IN MIL AIRSPACE. MY ATTN RETURNED TO ACR X AND SMA Y WHEN CONFLICT ALERT WAS AGAIN ACTIVATED. ACR X DATA BLOCK SHOWED 11.8 AND ABOUT 7-8 MI AT 8 O'CLOCK TO SMA Y. ACR X WAS CLRED R TURN 30 DEG DSND TO 120. ACR X RPTED VACATING 12.6 FOR 120 AND TURNING R 30 DEG. SMA Y WAS GIVEN R TURN 30 DEG, BUT THAT XMISSION WAS BLOCKED. SEPARATION WAS LOST AT THIS POINT AND TIME.
