Narrative:
Omega was installed in the aircraft so the aircraft could be used for soviet far east operations. A system evaluation test flight was flown in 5/91 by a der. The stc paperwork had not arrived at the company by the time our FAA demonstration flight was scheduled. The paperwork was en route for FAA signatures and was physically in seattle at acrs office. The manager of training called our poi to cancel our flight due to lack of the stc. He talked to another supervisor who said he would lower with the poi. He called back and said to proceed with the flight and finish the paperwork next week. When I received the aircraft, the circuit breaker's were pulled and collared. After consulting with maintenance control, an entry was made in the log book that FAA requested the system be activated. Avionics signed off and rest per maintenance control. The flight was flown and the system was monitored against normal navigation systems, but was not used as the primary navigation source.

Title: ACFT EQUIPMENT OPERATING PROC REVIEWED BY FAA FOR ACR IN A DEMONSTRATION FLT WITHOUT THE LEGAL RELEASING PAPERWORK.
Narrative: OMEGA WAS INSTALLED IN THE ACFT SO THE ACFT COULD BE USED FOR SOVIET FAR EAST OPS. A SYS EVALUATION TEST FLT WAS FLOWN IN 5/91 BY A DER. THE STC PAPERWORK HAD NOT ARRIVED AT THE COMPANY BY THE TIME OUR FAA DEMONSTRATION FLT WAS SCHEDULED. THE PAPERWORK WAS ENRTE FOR FAA SIGNATURES AND WAS PHYSICALLY IN SEATTLE AT ACRS OFFICE. THE MGR OF TRNING CALLED OUR POI TO CANCEL OUR FLT DUE TO LACK OF THE STC. HE TALKED TO ANOTHER SUPVR WHO SAID HE WOULD LOWER WITH THE POI. HE CALLED BACK AND SAID TO PROCEED WITH THE FLT AND FINISH THE PAPERWORK NEXT WK. WHEN I RECEIVED THE ACFT, THE CB'S WERE PULLED AND COLLARED. AFTER CONSULTING WITH MAINT CTL, AN ENTRY WAS MADE IN THE LOG BOOK THAT FAA REQUESTED THE SYS BE ACTIVATED. AVIONICS SIGNED OFF AND REST PER MAINT CTL. THE FLT WAS FLOWN AND THE SYS WAS MONITORED AGAINST NORMAL NAV SYSTEMS, BUT WAS NOT USED AS THE PRIMARY NAV SOURCE.
