Narrative:

On departure at ecs, an altitude of over 600' was not reached until approximately 10 mi east of the airport. Flight path was over the city of new castle, wy, and residential area along flight path. As flight eastbound progressed, climb was established about 10 east of the airport. No other altitude problems after the 10 mi fix. Callback conversation with reporter revealed the following: reporter states this was an impulse incident. On takeoff he saw that flight path was directly over his house and he just stayed low to see it. Not really a buzz job, but neighbors complained about the noise. Very embarrassed that he even did it. No passenger on board; ferry flight for aircraft painting.

Title: CORP ACFT FLIES LOW OVER RESIDENTIAL AREA.

Narrative: ON DEP AT ECS, AN ALT OF OVER 600' WAS NOT REACHED UNTIL APPROX 10 MI E OF THE ARPT. FLT PATH WAS OVER THE CITY OF NEW CASTLE, WY, AND RESIDENTIAL AREA ALONG FLT PATH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THIS WAS AN IMPULSE INCIDENT. ON TKOF HE SAW THAT FLT PATH WAS DIRECTLY OVER HIS HOUSE AND HE JUST STAYED LOW TO SEE IT. NOT REALLY A BUZZ JOB, BUT NEIGHBORS COMPLAINED ABOUT THE NOISE. VERY EMBARRASSED THAT HE EVEN DID IT. NO PAX ON BOARD; FERRY FLT FOR ACFT PAINTING.
