Narrative:
I observed an unauthorized departure from the red hills military operations area. The aircraft was an fgt X (air national guard). The problem was further complicated by the lack of a transponder return from the fgt X. The observation was seen while I was assigned north and south approach control at terre haute ATC tower. At or about XX00Z fgt X contacted my sector for clearance out of the MOA. No transponder of data block was observed from fgt X. Upon radar identify fgt X was known to have departed the MOA, on an IFR flight plan, without authorization at 15000 ft MSL. Supplemental information from acn 180780: I also observed an unauthorized departure from the red hills MOA by 2 more air national guard fgt X. The aircraft involved were on an IFR flight plan, a flight of 2 fgt Y. At XX00Z, fgt Y radioed my sector for clearance out of the red hills MOA. Radar identify revealed the flight was 13 mi north of the MOA and at 11000 descending. More effort should be made toward requiring military aircraft to abide by regulations and to fly safely.

Title: 2 RPTS FROM SAME CTLR ON SPILLOUTS FROM MOA BY AIR NATIONAL GUARD FGT ACFT.
Narrative: I OBSERVED AN UNAUTHORIZED DEP FROM THE RED HILLS MIL OPS AREA. THE ACFT WAS AN FGT X (AIR NATIONAL GUARD). THE PROBLEM WAS FURTHER COMPLICATED BY THE LACK OF A TRANSPONDER RETURN FROM THE FGT X. THE OBSERVATION WAS SEEN WHILE I WAS ASSIGNED N AND S APCH CTL AT TERRE HAUTE ATC TWR. AT OR ABOUT XX00Z FGT X CONTACTED MY SECTOR FOR CLRNC OUT OF THE MOA. NO TRANSPONDER OF DATA BLOCK WAS OBSERVED FROM FGT X. UPON RADAR IDENT FGT X WAS KNOWN TO HAVE DEPARTED THE MOA, ON AN IFR FLT PLAN, WITHOUT AUTHORIZATION AT 15000 FT MSL. SUPPLEMENTAL INFO FROM ACN 180780: I ALSO OBSERVED AN UNAUTHORIZED DEP FROM THE RED HILLS MOA BY 2 MORE AIR NATIONAL GUARD FGT X. THE ACFT INVOLVED WERE ON AN IFR FLT PLAN, A FLT OF 2 FGT Y. AT XX00Z, FGT Y RADIOED MY SECTOR FOR CLRNC OUT OF THE RED HILLS MOA. RADAR IDENT REVEALED THE FLT WAS 13 MI N OF THE MOA AND AT 11000 DSNDING. MORE EFFORT SHOULD BE MADE TOWARD REQUIRING MIL ACFT TO ABIDE BY REGS AND TO FLY SAFELY.
