Narrative:

Cpr X checked on my frequency climbing to 170. I climbed him to FL190 because he had traffic opposite direction at FL200 and same direction traffic above him at FL210. When cpr X was observed above his assigned altitude I questioned him and he said he was climbing to FL290. A descent clearance was issued and a turn to resolve the conflict. (After listening to the tape the aircraft acknowledged for FL190.) supplemental information from acn 181219: cpr X was being step climbed to our cruise altitude of FL290 by washington center. A climb clearance was received and read back to climb to FL290. As our aircraft passed FL190 our altitude was questioned. We replied passing FL20.3 climbing to FL250. Washington center said you were only cleared to FL190, return to FL190 and turn to heading 180 degree.

Title: CPR X NON ADHERENCE TO ATC CLRNC. CLB TO WRONG ALT.

Narrative: CPR X CHKED ON MY FREQ CLBING TO 170. I CLBED HIM TO FL190 BECAUSE HE HAD TFC OPPOSITE DIRECTION AT FL200 AND SAME DIRECTION TFC ABOVE HIM AT FL210. WHEN CPR X WAS OBSERVED ABOVE HIS ASSIGNED ALT I QUESTIONED HIM AND HE SAID HE WAS CLBING TO FL290. A DSCNT CLRNC WAS ISSUED AND A TURN TO RESOLVE THE CONFLICT. (AFTER LISTENING TO THE TAPE THE ACFT ACKNOWLEDGED FOR FL190.) SUPPLEMENTAL INFO FROM ACN 181219: CPR X WAS BEING STEP CLBED TO OUR CRUISE ALT OF FL290 BY WASHINGTON CENTER. A CLB CLRNC WAS RECEIVED AND READ BACK TO CLB TO FL290. AS OUR ACFT PASSED FL190 OUR ALT WAS QUESTIONED. WE REPLIED PASSING FL20.3 CLBING TO FL250. WASHINGTON CENTER SAID YOU WERE ONLY CLRED TO FL190, RETURN TO FL190 AND TURN TO HDG 180 DEG.
