Narrative:
We were cleared to 7000 ft by departure control, navy whidbey, coming from bli en route to sea. I was the PNF. I made a '1000 ft to go' call at 6000 ft, went off #1 radio to #2 to contact company. When returning I glanced at instruments to see the first officer at 7000 ft with 3000 FPM indication on vsi. I said 'altitude.' he noticed the problem, pushed nose over and stopped descent at 7300 ft. In the future I'll need to wait until 10000 ft to make the standard company call or pay more attention to the PNF.

Title: NON ADHERENCE TO ATC CLRNC. ALTDEV ALT OVERSHOT IN CLB. RPTR ERROR ADMITTED IN FAILING TO ADHERE TO THE PRINCIPLES OF THE STERILE COCKPIT CONCEPT.
Narrative: WE WERE CLRED TO 7000 FT BY DEP CTL, NAVY WHIDBEY, COMING FROM BLI ENRTE TO SEA. I WAS THE PNF. I MADE A '1000 FT TO GO' CALL AT 6000 FT, WENT OFF #1 RADIO TO #2 TO CONTACT COMPANY.
