Narrative:
A 'rudder limiter' warning on air carrier X aircraft mandated us to fly at a reduced airspeed of 180 KIAS and limit crosswind lndgs to 10 KTS. I advised ft worth center about the 180 KIAS due to aircraft confign. The next center controller was not aware of 'why' we were flying at 180 KIAS, 'cause he asked for our speed and then told us to increase. I advised him we were unable and why. We switched over to approach and again we were asked to speed up! Don't these controllers pass this kind of important information on to each other? What else don't they tell each other? Second approach controller did not know either and we had to actually refuse landing on runway 13R at dfw, before he helped us out and gave us runway 18R due to too much crosswind.

SEC APCH CTLR DID NOT KNOW EITHER AND WE HAD TO ACTUALLY REFUSE LNDG ON RWY 13R AT DFW, BEFORE HE HELPED US OUT AND GAVE US RWY 18R DUE TO TOO MUCH XWIND.
