Narrative:

After being cleared for takeoff on runway 4 at roc and airborne the controller told us to look for traffic that had departed runway 7 (an small aircraft). My first officer spotted the small aircraft and told ATC this. At this point I did not see the small aircraft yet but assumed as my copilot did that our courses would be diverging by 30 degree. We soon realized this was not the case. The small aircraft was on crosswind from runway 7 headed right into our path. The controller told us to maintain visual and turn right on course. We made an abrupt right turn to avoid the small aircraft. This was not a true near miss but we could just as well hit if we had spotted the aircraft a few seconds later. I believe the controller had forgot about the small aircraft until it was almost too late. On the same flight into syr on right base turning final for 28 on a visual approach the controller asked us to square it off for a departure. I replied that we could not do this as we were already turning final. The controller rogered that and put small transport Y into position anyway. He cleared small transport Y for takeoff while we were on less than a mi final. We were cleared to land and touched down while small transport Y was about 4000 ft down the runway and still on the ground.

Title: ACR X HAD LTSS FROM SMT Y. SYS ERROR. ACR X LANDED ON OCCUPIED RWY. PLTDEV.

Narrative: AFTER BEING CLRED FOR TKOF ON RWY 4 AT ROC AND AIRBORNE THE CTLR TOLD US TO LOOK FOR TFC THAT HAD DEPARTED RWY 7 (AN SMA). MY FO SPOTTED THE SMA AND TOLD ATC THIS. AT THIS POINT I DID NOT SEE THE SMA YET BUT ASSUMED AS MY COPLT DID THAT OUR COURSES WOULD BE DIVERGING BY 30 DEG. WE SOON REALIZED THIS WAS NOT THE CASE. THE SMA WAS ON XWIND FROM RWY 7 HEADED RIGHT INTO OUR PATH. THE CTLR TOLD US TO MAINTAIN VISUAL AND TURN R ON COURSE. WE MADE AN ABRUPT R TURN TO AVOID THE SMA. THIS WAS NOT A TRUE NEAR MISS BUT WE COULD JUST AS WELL HIT IF WE HAD SPOTTED THE ACFT A FEW SECONDS LATER. I BELIEVE THE CTLR HAD FORGOT ABOUT THE SMA UNTIL IT WAS ALMOST TOO LATE. ON THE SAME FLT INTO SYR ON R BASE TURNING FINAL FOR 28 ON A VISUAL APCH THE CTLR ASKED US TO SQUARE IT OFF FOR A DEP. I REPLIED THAT WE COULD NOT DO THIS AS WE WERE ALREADY TURNING FINAL. THE CTLR ROGERED THAT AND PUT SMT Y INTO POS ANYWAY. HE CLRED SMT Y FOR TKOF WHILE WE WERE ON LESS THAN A MI FINAL. WE WERE CLRED TO LAND AND TOUCHED DOWN WHILE SMT Y WAS ABOUT 4000 FT DOWN THE RWY AND STILL ON THE GND.
