Narrative:
Friday evening the captain and I were on flight from lax to sba. As first officer, it was my leg to fly. With the exception of the logo light, all exterior lights were on for the entire flight. At kwang intersection (approximately) ZLA called traffic at our 4-5 O'clock, an light transport, no altitude. We were VMC on an IFR clearance at 6000'. I sighted the aircraft, told center. Sometime later, lax cleared us for descend (for approach VOR 25) and called traffic out again at our 3 O'clock. We both had contact with the aircraft and started our descent. While descending we initially were VMC and continued to have visibility contact with the aircraft. The aircraft maintained level flight and was moving ahead of us and off to the right of a parallel course. As we entered the clouds, the aircraft was well above us (1000') ahead of us and diverging to the right. About the time we broke out of the clouds at 900' AGL, center called traffic at our 9 O'clock, no altitude. We saw the aircraft--it was at 900' level and turning to the left. We had the runway in sight. From the time center reported traffic at our 9 O'clock the sequence of events went as follows: I looked to the left and sighted the aircraft, as did the captain. I said to the captain, 'what is he doing over there?' then reported traffic insight to center. I then went back on the gauges to make sure the approach was still stabilized. I then, again, made visibility contact with the runway and saw that we were VMC still, as was the entire airport environment. I then looked to the left to see where and what the aircraft was and doing, but it was no where to be seen. I asked the captain if he saw the aircraft. He said no, 'he turned left and bugged out of here.' we proceeded to the airport VMC and landed, neither hearing nor seeing the aircraft again, in the air or on the ground. Sba WX was reported as 2800' broken, 900 scattered, I believe. Upon landing, the captain and I called FSS and ZLA with the intent of filing a report against the pilot. Our concern was that the pilot had operated illegally, which is potentially disastrous, not only to himself and his passenger, but to others, and in this particular case, to ourselves. We had hoped to speak to the pilot ourselves if he landed at sba, but he never did.

Title: COMMUTER ON VOR APCH ENCOUNTERS ANOTHER ACFT AT 900' WHEN BREAKING OUT OF CLOUDS.
Narrative: FRIDAY EVENING THE CAPT AND I WERE ON FLT FROM LAX TO SBA. AS F/O, IT WAS MY LEG TO FLY. WITH THE EXCEPTION OF THE LOGO LIGHT, ALL EXTERIOR LIGHTS WERE ON FOR THE ENTIRE FLT. AT KWANG INTXN (APPROX) ZLA CALLED TFC AT OUR 4-5 O'CLOCK, AN LTT, NO ALT. WE WERE VMC ON AN IFR CLRNC AT 6000'. I SIGHTED THE ACFT, TOLD CENTER. SOMETIME LATER, LAX CLRED US FOR DSND (FOR APCH VOR 25) AND CALLED TFC OUT AGAIN AT OUR 3 O'CLOCK. WE BOTH HAD CONTACT WITH THE ACFT AND STARTED OUR DSNT. WHILE DSNDING WE INITIALLY WERE VMC AND CONTINUED TO HAVE VIS CONTACT WITH THE ACFT. THE ACFT MAINTAINED LEVEL FLT AND WAS MOVING AHEAD OF US AND OFF TO THE RIGHT OF A PARALLEL COURSE. AS WE ENTERED THE CLOUDS, THE ACFT WAS WELL ABOVE US (1000') AHEAD OF US AND DIVERGING TO THE RIGHT. ABOUT THE TIME WE BROKE OUT OF THE CLOUDS AT 900' AGL, CENTER CALLED TFC AT OUR 9 O'CLOCK, NO ALT. WE SAW THE ACFT--IT WAS AT 900' LEVEL AND TURNING TO THE LEFT. WE HAD THE RWY IN SIGHT. FROM THE TIME CENTER RPTED TFC AT OUR 9 O'CLOCK THE SEQUENCE OF EVENTS WENT AS FOLLOWS: I LOOKED TO THE LEFT AND SIGHTED THE ACFT, AS DID THE CAPT. I SAID TO THE CAPT, 'WHAT IS HE DOING OVER THERE?' THEN RPTED TFC INSIGHT TO CENTER. I THEN WENT BACK ON THE GAUGES TO MAKE SURE THE APCH WAS STILL STABILIZED. I THEN, AGAIN, MADE VIS CONTACT WITH THE RWY AND SAW THAT WE WERE VMC STILL, AS WAS THE ENTIRE ARPT ENVIRONMENT. I THEN LOOKED TO THE LEFT TO SEE WHERE AND WHAT THE ACFT WAS AND DOING, BUT IT WAS NO WHERE TO BE SEEN. I ASKED THE CAPT IF HE SAW THE ACFT. HE SAID NO, 'HE TURNED LEFT AND BUGGED OUT OF HERE.' WE PROCEEDED TO THE ARPT VMC AND LANDED, NEITHER HEARING NOR SEEING THE ACFT AGAIN, IN THE AIR OR ON THE GND. SBA WX WAS RPTED AS 2800' BROKEN, 900 SCATTERED, I BELIEVE. UPON LNDG, THE CAPT AND I CALLED FSS AND ZLA WITH THE INTENT OF FILING A RPT AGAINST THE PLT.
