Narrative:
Small aircraft X was an overflt through rdu airspace at 9000. It was a manual ARTS data track requiring a manual handoff to washington center. The aircraft was never switched to me by the trainee at west arrival radar. I was working north departure. The aircraft flew into washington center's airspace without being handed off. FAA light transport X departed rdu to test the TCAS system in a designated portion of airspace by a prebriefed, designated controller. As light transport Y departed, the area manager and supervisor saw that I had more traffic and this would be better for the flight check TCAS test. I was given a briefing while on position and immediately was talking with light transport Y. I was requested to vector light transport Y at other aircraft using 500 ft of separation. During this on-the-spot briefing and intercept vectors I needed to be handing off small aircraft X. I scanned my strips and did not see small aircraft X so I called dominion low sector. The controller at dominion low observed small aircraft X and told me to switch him to his frequency. I feel that if the TCASII was such an unusual operation that the local union representative had to be consulted and a specified controller briefed that a last min change should not have occurred. I also feel that I should not have this incident attributed to my record.

Title: DEP CTLR GOT DISTRACTED BY TCASII TEST AND FORGOT TO MAKE A HDOF ON AN SMA TO ARTCC CTLR.
Narrative: SMA X WAS AN OVERFLT THROUGH RDU AIRSPACE AT 9000. IT WAS A MANUAL ARTS DATA TRACK REQUIRING A MANUAL HDOF TO WASHINGTON CENTER. THE ACFT WAS NEVER SWITCHED TO ME BY THE TRAINEE AT W ARR RADAR. I WAS WORKING N DEP. THE ACFT FLEW INTO WASHINGTON CENTER'S AIRSPACE WITHOUT BEING HANDED OFF. FAA LTT X DEPARTED RDU TO TEST THE TCAS SYS IN A DESIGNATED PORTION OF AIRSPACE BY A PREBRIEFED, DESIGNATED CTLR. AS LTT Y DEPARTED, THE AREA MGR AND SUPVR SAW THAT I HAD MORE TFC AND THIS WOULD BE BETTER FOR THE FLT CHK TCAS TEST. I WAS GIVEN A BRIEFING WHILE ON POS AND IMMEDIATELY WAS TALKING WITH LTT Y. I WAS REQUESTED TO VECTOR LTT Y AT OTHER ACFT USING 500 FT OF SEPARATION. DURING THIS ON-THE-SPOT BRIEFING AND INTERCEPT VECTORS I NEEDED TO BE HANDING OFF SMA X. I FEEL THAT IF THE TCASII WAS SUCH AN UNUSUAL OP THAT THE LCL UNION REPRESENTATIVE HAD TO BE CONSULTED AND A SPECIFIED CTLR BRIEFED THAT A LAST MIN CHANGE SHOULD NOT HAVE OCCURRED. I ALSO FEEL THAT I SHOULD NOT HAVE THIS INCIDENT ATTRIBUTED TO MY RECORD.
