Narrative:

The medium large transport was a departure off runway 24 at bradley, climbing westbound to 10000'. The aircraft was on a vector around unknown VFR traffic that had a mode C of 7500', when it received a resolution alert to descend 500 FPM. The medium large transport instead continued his climb and traffic passed behind by 1 1/2 to 2 mi. No TCAS maneuver was made because the aircraft was on vectors around traffic. This put the pilot in a contradictory position due to 2 different instructions. I do not feel this was a correct call by the TCAS.

Title: CTLR REPORTS A FLT CREW CONTINUED TRAFFIC VECTORS INSTEAD OF RESPONDING TO TCASII ALERT.

Narrative: THE MLG WAS A DEP OFF RWY 24 AT BRADLEY, CLBING WBND TO 10000'. THE ACFT WAS ON A VECTOR AROUND UNKNOWN VFR TFC THAT HAD A MODE C OF 7500', WHEN IT RECEIVED A RESOLUTION ALERT TO DSND 500 FPM. THE MLG INSTEAD CONTINUED HIS CLB AND TFC PASSED BEHIND BY 1 1/2 TO 2 MI. NO TCAS MANEUVER WAS MADE BECAUSE THE ACFT WAS ON VECTORS AROUND TFC. THIS PUT THE PLT IN A CONTRADICTORY POS DUE TO 2 DIFFERENT INSTRUCTIONS. I DO NOT FEEL THIS WAS A CORRECT CALL BY THE TCAS.
