Narrative:

After holding short of runway 27R on taxiway right at phl, we were cleared to cross runway 27R. However, even at a normally high taxi power setting, were unable to move. Anticipating stuck brakes, our company maintenance in phl was called. They informed us that this same thing had occurred several times before. After obtaining clearance from ground control, over 80 percent power was needed to roll the aircraft out of that normal taxi route depression. Request phl airport fill in this depression.
