Narrative:
Aircraft small aircraft without electrical system, without mode C or transponder. After receiving/reviewing FAA letter I was with the understanding that my exempt status without mode C transponder allowed me to fly below 3600 MSL over the lake michigan water and under the veil of TCA. En route from north to south at 170 degree heading. Chicago midway informed me via radio that I had to be 30 mi from O'hare unless I had waiver. At this point I changed heading to 90 degree, maintained 1800 MSL and proceeded until 30 mi distance from O'hare and then proceeded back to 180 degree heading at 1800 MSL. Radio contact was made with hand held radio. To meigs field, contact was made for approach to fly through eastern fringe of control zone to a heading of 170 degree at 1800 MSL. Title: NON ELECTRICAL EQUIPPED ACFT FLIES WITHIN 30 MI OF TCA WITHOUT TRANSPONDER.
Narrative: ACFT SMA WITHOUT ELECTRICAL SYSTEM, WITHOUT MODE C OR TRANSPONDER. AFTER RECEIVING/REVIEWING FAA LETTER I WAS WITH THE UNDERSTANDING THAT MY EXEMPT STATUS WITHOUT MODE C TRANSPONDER ALLOWED ME TO FLY BELOW 3600 MSL OVER THE LAKE MICHIGAN WATER AND UNDER THE VEIL OF TCA.
