Narrative:
During departure from ord found that #2 VOR (first officer's) navigation radio inoperative. Upon checking found that #2 VOR/2 localizer circuit breaker pulled and capped off. Upon checking logbook found no writeup pertaining to problem, but did discover that #2 localizer had been deferred as inoperative. (Later discovered that inbound crew had verbally relayed to maintenance that #2 localizer was inoperative and had not made logbook entry.) uncapped #2 VOR/localizer circuit breaker and reset which made #2 VOR operative. Destination airport were making lda approachs which required operative localizer. Captain made lda approach to visual conditions. Upon checking with maintenance after arrival, determined that aircraft cannot be dispatched with localizer inoperative if will be needed at destination airport.

Title: CIRCUIT BREAKER PULLED AND CAPPED BY MAINT. FLC UNCAPPED, RESET AND MADE APCH USING THE #2 LOC THAT HAD BEEN DEFERRED AS INOP AFTER A VERBAL RPT BY PREFLT CREW.
Narrative: DURING DEP FROM ORD FOUND THAT #2 VOR (FO'S) NAV RADIO INOP. UPON CHKING FOUND THAT #2 VOR/2 LOC CIRCUIT BREAKER PULLED AND CAPPED OFF. UPON CHKING LOGBOOK FOUND NO WRITEUP PERTAINING TO PROBLEM, BUT DID DISCOVER THAT #2 LOC HAD BEEN DEFERRED AS INOP. (LATER DISCOVERED THAT INBOUND CREW HAD VERBALLY RELAYED TO MAINT THAT #2 LOC WAS INOP AND HAD NOT MADE LOGBOOK ENTRY.) UNCAPPED #2 VOR/LOC CIRCUIT BREAKER AND RESET WHICH MADE #2 VOR OPERATIVE. DEST ARPT WERE MAKING LDA APCHS WHICH REQUIRED OPERATIVE LOC. CAPT MADE LDA APCH TO VISUAL CONDITIONS. UPON CHKING WITH MAINT AFTER ARR, DETERMINED THAT ACFT CANNOT BE DISPATCHED WITH LOC INOP IF WILL BE NEEDED AT DEST ARPT.
