Narrative:
Parkland hospital, located 1.5 +/- mi southeast of dal, dallas love field. Construction cranes now located near the hospital. 1 crane has lights the other does not. Normal daylight procedures departing runways 13L and 13R: propellers VFR and IFR, TR 190, climbing to 2000 ft. Jets, runway heading. Night time operations now are of some concern! Propellers, VFR and IFR departing runways 13L/13R, all still turn right to 190 degree while climbing to 2000 ft. Jets, due to noise abatement procedures, all land and depart runway 13R from 2100-0600 local (CST) time. Noise abatement procedure is 'trinity 3 departure': 'takeoff runway 13R, turn right heading 160 degree as soon as practicable after takeoff but no later than the lue 2 DME, then intercept and climb via lue R-140 and expect vectors to...' callback conversation with reporter revealed the following information. Reporter stated a NOTAM had been issued about cranes. Reporter evasive about whether cranes are lighted. Reporter stated cranes are lowered at night. Reporter stated he brought the problem to facility management attention and they said all far's and safety regulations have been complied with.
