Narrative:
After getting all the NOTAMS regarding mason city, we understood them to be: 1) runway 12/30 closed, 2) taxiway lights OTS, 3) all taxiways open and normal, 4) men and equipment working adjacent to taxiways delta and echo. We reconfirmed this information 3 times from 1) company NOTAMS, 2) fort dodge FSS, and 3) approach control. We elected to land on runway 35. After landing we turned off on a diagonal taxiway that runs from the end of runway 35 across the field, and across runway 12/30 to the parking ramp. We did not feel it was a problem taxiing across runway 12-30 on the diagonal taxiway since all taxiways were reported as 'open and normal', and since we had done it many times at controled fields when it was the only access to the ramp, other than back-taxiing the entire length of the runway and since there was other traffic in the area we decided not to do that. As we understood it a closed runway with no barriers at the intersecting taxiways cannot be used for takeoff or landing, but can be crossed if clear for purposes of taxiing to other runways.

Title: ACR CROSSES CLOSED RWY ON TAXI IN.
Narrative: AFTER GETTING ALL THE NOTAMS REGARDING MASON CITY, WE UNDERSTOOD THEM TO BE: 1) RWY 12/30 CLOSED, 2) TAXIWAY LIGHTS OTS, 3) ALL TAXIWAYS OPEN AND NORMAL, 4) MEN AND EQUIP WORKING ADJACENT TO TAXIWAYS DELTA AND ECHO. WE DID NOT FEEL IT WAS A PROBLEM TAXIING ACROSS RWY 12-30 ON THE DIAGONAL TAXIWAY SINCE ALL TAXIWAYS WERE RPTED AS 'OPEN AND NORMAL', AND SINCE WE HAD DONE IT MANY TIMES AT CTLED FIELDS WHEN IT WAS THE ONLY ACCESS TO THE RAMP, OTHER THAN BACK-TAXIING THE ENTIRE LENGTH OF THE RWY AND SINCE THERE WAS OTHER TFC IN THE AREA WE DECIDED NOT TO DO THAT. AS WE UNDERSTOOD IT A CLOSED RWY WITH NO BARRIERS AT THE INTERSECTING TAXIWAYS CANNOT BE USED FOR TKOF OR LNDG, BUT CAN BE CROSSED IF CLR FOR PURPOSES OF TAXIING TO OTHER RWYS.
