Narrative:

Passing through 15500 ft, climbing out of mci, ZKC called out traffic, VFR, last known altitude of 16.5 MSL. Our TCAS picked him up 700 ft above, about 10-15 mi ahead. TCAS called to reduce climb. We searched visually and did not see the traffic. The ivsi and TCAS then stated to descend to 1400 FPM. The captain assumed control of aircraft and descended immediately. The TCAS called out at 15000 ft the end of the conflict. We leveled out at 14700 ft and resumed climb. ZKC stated there was no other conflict. However, we entered kc approach airspace below 15000 ft. They filed a TCAS pilot deviation. At no time did we see the traffic. The traffic had cancelled IFR with the center was not talking to anyone at the time.
