Narrative:

Prior to landing I received the ATIS information and regarding runways, 14-32 closed, runway 28 had 6500 ft available with the east 2500 ft portion displaced. The NOTAMS did not mention any barriers nor did the ATIS. The approach and landing was in nighttime conditions and in the landing flare toward the threshold I briefly got a glimpse of the barriers. They were unlit. I thought I missed them. The aircraft appeared normal and taxied to the gate. The mechanics found very minor damage to the aircraft. The barriers were totally unmarked without any lights or flashers and virtually impossible to see at night. All barriers should be noted in the NOTAMS and lighted at night for positive visual identify.

Title: ACR MLG HIT BARRIERS MARKING A DISPLACED LNDG THRESHOLD ON RWY 28 AT SYR.

Narrative: PRIOR TO LNDG I RECEIVED THE ATIS INFO AND REGARDING RWYS, 14-32 CLOSED, RWY 28 HAD 6500 FT AVAILABLE WITH THE E 2500 FT PORTION DISPLACED. THE NOTAMS DID NOT MENTION ANY BARRIERS NOR DID THE ATIS. THE APCH AND LNDG WAS IN NIGHTTIME CONDITIONS AND IN THE LNDG FLARE TOWARD THE THRESHOLD I BRIEFLY GOT A GLIMPSE OF THE BARRIERS. THEY WERE UNLIT. I THOUGHT I MISSED THEM. THE ACFT APPEARED NORMAL AND TAXIED TO THE GATE. THE MECHS FOUND VERY MINOR DAMAGE TO THE ACFT. THE BARRIERS WERE TOTALLY UNMARKED WITHOUT ANY LIGHTS OR FLASHERS AND VIRTUALLY IMPOSSIBLE TO SEE AT NIGHT. ALL BARRIERS SHOULD BE NOTED IN THE NOTAMS AND LIGHTED AT NIGHT FOR POSITIVE VISUAL IDENT.
