Narrative:
Air carrier X from lga to mia. After starting descent into mia area honoel arrival, vectored by ATC and given heading of 240 degrees and cleared to descend to 4000 ft MSL. Passing 7500 ft MSL ATC called traffic at 11 O'clock and said he was air carrier Y climbing through 7000 ft MSL. This put us on a converging course. We stopped our descent and turned further right and started to climb to 8000 ft to avoid traffic. This was an ATC error as they cleared our flight to 4000 ft right into another aircraft's flight path. Our airplane had no TCAS installed.

Narrative: ACR X FROM LGA TO MIA. AFTER STARTING DSCNT INTO MIA AREA HONOEL ARR, VECTORED BY ATC AND GIVEN HDG OF 240 DEGS AND CLRED TO DSND TO 4000 FT MSL. PASSING 7500 FT MSL ATC CALLED TFC AT 11 O'CLOCK AND SAID HE WAS ACR Y CLBING THROUGH 7000 FT MSL. THIS PUT US ON A CONVERGING COURSE.
