Narrative:

Runway 4R was closed, and we were too heavy for runway 11. Tower was calling calm winds, although windsock showed slight wind on right wing. First officer made maximum power takeoff on 4L, starting turn to 060 degree at 300 ft AGL, the min altitude allowed by company on that runway. We scored over 1.2 permissible noise decibel over the standard. (Is that difference perceptible to the human ear?). Good noise abatement procedures make for good community relations, but safety still comes first. A stage ii aircraft at nar maximum gross weight and not turning until 300 ft is doomed to setting off the noise monitor on 4L at ewr. A copy of our takeoff data is attached.
