Narrative:
2 critical taxiways closed, 1 of which is a high speed for runway 13. Airport director flatly refused to place barricades on closed taxiways, stating that proper NOTAMS have been disseminated and it is the pilots responsibility to know of the closures. I have visions of ag aircraft landing on runway 13, turning off at the high speed taxiway and clipping a construction worker with his propeller. Brought to attention of facility management and nothing done. See reverse for btr crash phone update. Most recent crash phone test. Produced a busy signal. Now crash phone being carried 'OTS.' callback conversation with reporter revealed the following information. Callback to btr procedures specialist. He stated the airport management had refused to barricade closed taxiways. The FAA southwest regional office airports division was contacted about the problem. Airport management is now barricading closed taxiways. The emergency equipment alerting phone (crash phone) is now on a individual direct line.

Narrative: 2 CRITICAL TAXIWAYS CLOSED, 1 OF WHICH IS A HIGH SPD FOR RWY 13. ARPT DIRECTOR FLATLY REFUSED TO PLACE BARRICADES ON CLOSED TAXIWAYS, STATING THAT PROPER NOTAMS HAVE BEEN DISSEMINATED AND IT IS THE PLTS RESPONSIBILITY TO KNOW OF THE CLOSURES. I HAVE VISIONS OF AG ACFT LNDG ON RWY 13, TURNING OFF AT THE HIGH SPD TAXIWAY AND CLIPPING A CONSTRUCTION WORKER WITH HIS PROP. BROUGHT TO ATTN OF FACILITY MGMNT AND NOTHING DONE. SEE REVERSE FOR BTR CRASH PHONE UPDATE. MOST RECENT CRASH PHONE TEST. PRODUCED A BUSY SIGNAL. NOW CRASH PHONE BEING CARRIED 'OTS.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO.
