Narrative:

Flight departed bur on runway 15 using the full length and full power. The IFR clearance called for the ELM04 SID. This called for left hand turn to a heading of 110 degree as soon as 'trackable'. The captain initiated this turn immediately after liftoff. Although at no time was there any doubt concerning obstacle clearance (even in the event of an engine failure), an medium large transport airline pilot complained that we were only a 'few hundred ft' above him when we flew over him. The medium large transport was taxiing out to the same runway we had just departed from. A discussion with bur tower supervisor revealed that they prefer that turns not be initiated until over the departure end of the runway. This preference is in conflict with SID instructions of 'turn as soon as practicable'.

Title: FLC OF LTT MADE TURN AFTER TKOF RWY 15 AT BUR AS SOON AS PRACTICABLE AND FLEW OVER A TAXIING MLG.

Narrative: FLT DEPARTED BUR ON RWY 15 USING THE FULL LENGTH AND FULL PWR. THE IFR CLRNC CALLED FOR THE ELM04 SID. THIS CALLED FOR L HAND TURN TO A HDG OF 110 DEG AS SOON AS 'TRACKABLE'. THE CAPT INITIATED THIS TURN IMMEDIATELY AFTER LIFTOFF. ALTHOUGH AT NO TIME WAS THERE ANY DOUBT CONCERNING OBSTACLE CLRNC (EVEN IN THE EVENT OF AN ENG FAILURE), AN MLG AIRLINE PLT COMPLAINED THAT WE WERE ONLY A 'FEW HUNDRED FT' ABOVE HIM WHEN WE FLEW OVER HIM. THE MLG WAS TAXIING OUT TO THE SAME RWY WE HAD JUST DEPARTED FROM. A DISCUSSION WITH BUR TWR SUPVR REVEALED THAT THEY PREFER THAT TURNS NOT BE INITIATED UNTIL OVER THE DEP END OF THE RWY. THIS PREFERENCE IS IN CONFLICT WITH SID INSTRUCTIONS OF 'TURN AS SOON AS PRACTICABLE'.
