Narrative:
Upon landing on my second flight of the day I encountered a wind change that steered the balloon away from my intended landing site in a field. The wind started my balloon heading toward the mountains. I instructed my crew to enter a long drive where I was aware that I was not welcome. A truck came and they asked me if this was an emergency. I said that it will become one if I enter those mountains with the low fuel that was remaining. They called the police. In order for them to feel good about pressing the issue they are instructing the police to pursue the matter. There were no buildings nearby. I damaged no property. I hope I will not get my certificate revoked for the stupidity of the FAA and their rules that need to be changed so they will apply to balloons. I have been through this situation before and I know that they can do this without any problems. If this is how this system works it needs desperate help.

Title: PLT OF HOT AIR BALLOON LANDED ON PRIVATE PROPERTY. OWNER PRESSING FOR VIOLATION.
Narrative: UPON LNDG ON MY SECOND FLT OF THE DAY I ENCOUNTERED A WIND CHANGE THAT STEERED THE BALLOON AWAY FROM MY INTENDED LNDG SITE IN A FIELD. THE WIND STARTED MY BALLOON HDG TOWARD THE MOUNTAINS. I INSTRUCTED MY CREW TO ENTER A LONG DRIVE WHERE I WAS AWARE THAT I WAS NOT WELCOME. A TRUCK CAME AND THEY ASKED ME IF THIS WAS AN EMER. I SAID THAT IT WILL BECOME ONE IF I ENTER THOSE MOUNTAINS WITH THE LOW FUEL THAT WAS REMAINING. THEY CALLED THE POLICE. IN ORDER FOR THEM TO FEEL GOOD ABOUT PRESSING THE ISSUE THEY ARE INSTRUCTING THE POLICE TO PURSUE THE MATTER. THERE WERE NO BUILDINGS NEARBY. I DAMAGED NO PROPERTY. I HOPE I WILL NOT GET MY CERTIFICATE REVOKED FOR THE STUPIDITY OF THE FAA AND THEIR RULES THAT NEED TO BE CHANGED SO THEY WILL APPLY TO BALLOONS. I HAVE BEEN THROUGH THIS SITUATION BEFORE AND I KNOW THAT THEY CAN DO THIS WITHOUT ANY PROBLEMS. IF THIS IS HOW THIS SYS WORKS IT NEEDS DESPERATE HELP.
