Narrative:

Cleveland center issued descent clearance to 12000 ft. Level at 12000 we were given frequency change to detroit approach. Checked in with detroit approach, called level 12000 ft. Detroit approach issued descent clearance to 11000 ft with vector heading 040 degree. Both pilots copied 11000 ft and 11000 was set in autoplt altitude selector. Descent was made to 11000 ft. After several mins, detroit approach called us, 'confirm altitude clearance 12000 ft'. I responded, 'negative, cleared to 11000'. Detroit approach issued an immediate vector turn for us and an immediate vector for a commuter airliner. Traffic in the area was normal. The radio frequency was not cluttered. Transmissions were not being blocked.

DETROIT APCH ISSUED DSCNT CLRNC TO 11000 FT WITH VECTOR HDG 040 DEG. BOTH PLTS COPIED 11000 FT AND 11000 WAS SET IN AUTOPLT ALT SELECTOR. DSCNT WAS MADE TO 11000 FT. AFTER SEVERAL MINS, DETROIT APCH CALLED US, 'CONFIRM ALT CLRNC 12000 FT'. I RESPONDED, 'NEGATIVE, CLRED TO 11000'. DETROIT APCH ISSUED AN IMMEDIATE VECTOR TURN FOR US AND AN IMMEDIATE VECTOR FOR A COMMUTER AIRLINER. TFC IN THE AREA WAS NORMAL. THE RADIO FREQ WAS NOT CLUTTERED. TRANSMISSIONS WERE NOT BEING BLOCKED.
