Narrative:

Parallel visual approachs in use sfo 28R and 28L. Approach was conducted in close proximity to other aircraft alongside from LOM inbound. TCASII on board (our aircraft). Repeatedly warned of 'traffic' and at times gave evasive action instruction. Neither the warning nor, of course, evasive action, was appropriate. Concern of crew for passenger anxiety at near proximity of other aircraft was also a distraction. No crew member (captain, first officer, omc) recalls frequency change instruction from approach control. The above led to a non acknowledged landing clearance. Not a serious safety hazard. However, it should be noted that even a veteran flight crew can be distracted so as to fail to follow normal procedure, with obvious implications.

Title: ACR MLG FAILED TO CONTACT TWR BEFORE LNDG ON RWY 28R AT SFO. SAYS TCASII WARNING DISTR THE FLC. WARNING CAUSED BY ACFT ON PARALLEL APCH TO RWY 28L AND ABEAM OF THE RPTRS.

Narrative: PARALLEL VISUAL APCHS IN USE SFO 28R AND 28L. APCH WAS CONDUCTED IN CLOSE PROX TO OTHER ACFT ALONGSIDE FROM LOM INBOUND. TCASII ON BOARD (OUR ACFT). REPEATEDLY WARNED OF 'TFC' AND AT TIMES GAVE EVASIVE ACTION INSTRUCTION. NEITHER THE WARNING NOR, OF COURSE, EVASIVE ACTION, WAS APPROPRIATE. CONCERN OF CREW FOR PAX ANXIETY AT NEAR PROX OF OTHER ACFT WAS ALSO A DISTR. NO CREW MEMBER (CAPT, FO, OMC) RECALLS FREQ CHANGE INSTRUCTION FROM APCH CTL. THE ABOVE LED TO A NON ACKNOWLEDGED LNDG CLRNC. NOT A SERIOUS SAFETY HAZARD. HOWEVER, IT SHOULD BE NOTED THAT EVEN A VETERAN FLC CAN BE DISTRACTED SO AS TO FAIL TO FOLLOW NORMAL PROC, WITH OBVIOUS IMPLICATIONS.
