Narrative:

Preflight planning showed a strong wind out of the south at 10 KTS. The area forecast showed winds becoming light and variable at flight time variable at 3 KTS. Once aloft wind stayed up at 8-10 KTS. I began targeting wind shelters for a break in the speed, ie, hills or tree lines. To make the approach to my first target I broke 91.119. I projected my approach to be too low and close to pwrlines. I decided to abort my approach at 400 AGL and fly on to target #3. I landed safely in an wind protected area.
