Narrative:
Received telephone clearance to takeoff in TCA (north edge) and drift north, clear of TCA. The launch site had a limited area and the wind was about 8 mph. I set up and inflated on the upwind part of the launch site. During that time, other balloons came onto the launch site and were setting up and inflating downwind of my position. On my departure, I did not clear 1 of those balloons. My basket brushed his envelope, and tore some of his fabric. Had I known other people were going to inflate downwind of my position (future operations) in such a limited area, I would inflate on the downwind side (obstacles permitting) so I wouldn't have a nearby departure obstacle to contend with.

Title: BASKET OF A BALLOON STARTING TO RISE BRUSHED AND DAMAGED THE ENVELOPE OF ANOTHER BALLOON BEING INFLATED.
Narrative: RECEIVED TELEPHONE CLRNC TO TKOF IN TCA (N EDGE) AND DRIFT N, CLR OF TCA. THE LAUNCH SITE HAD A LIMITED AREA AND THE WIND WAS ABOUT 8 MPH. I SET UP AND INFLATED ON THE UPWIND PART OF THE LAUNCH SITE. DURING THAT TIME, OTHER BALLOONS CAME ONTO THE LAUNCH SITE AND WERE SETTING UP AND INFLATING DOWNWIND OF MY POS. ON MY DEP, I DID NOT CLR 1 OF THOSE BALLOONS. MY BASKET BRUSHED HIS ENVELOPE, AND TORE SOME OF HIS FABRIC. HAD I KNOWN OTHER PEOPLE WERE GOING TO INFLATE DOWNWIND OF MY POS (FUTURE OPS) IN SUCH A LIMITED AREA, I WOULD INFLATE ON THE DOWNWIND SIDE (OBSTACLES PERMITTING) SO I WOULDN'T HAVE A NEARBY DEP OBSTACLE TO CONTEND WITH.
