Narrative:

Inbound to lga. After having received multiple delay vectors during the en route descent due to a slowing aircraft ahead, we were given a vector heading by ATC. The captain stated he would be unable to accept the continued delay vectors as we were approaching 'min fuel'. The ATC controller gave us direct lga and squawk 7700. At that time the captain stated we were not declaring an emergency. The ATC controller stated that he was declaring the emergency and again gave us direct lga had a squawk of 7700. We proceeded to lga at that time. We also advised the ATC controller 2 more times that we were not declaring an emergency. We proceeded to lga and landed normally with no assistance required. Fuel remaining upon arrival at the gate was slightly above reserve fuel. I feel this situation could have been avoided with better vectoring earlier during the en route descent phase of flight. Perhaps putting us ahead of the slowing traffic as we had requested earlier would have helped.

Title: ACR FLC RPTED MIN FUEL THEN OBJECTS TO ARTCC RADAR CTLR DECLARING AN EMER IN THEIR BEHALF.

Narrative: INBOUND TO LGA. AFTER HAVING RECEIVED MULTIPLE DELAY VECTORS DURING THE ENRTE DSCNT DUE TO A SLOWING ACFT AHEAD, WE WERE GIVEN A VECTOR HDG BY ATC. THE CAPT STATED HE WOULD BE UNABLE TO ACCEPT THE CONTINUED DELAY VECTORS AS WE WERE APCHING 'MIN FUEL'. THE ATC CTLR GAVE US DIRECT LGA AND SQUAWK 7700. AT THAT TIME THE CAPT STATED WE WERE NOT DECLARING AN EMER. THE ATC CTLR STATED THAT HE WAS DECLARING THE EMER AND AGAIN GAVE US DIRECT LGA HAD A SQUAWK OF 7700. WE PROCEEDED TO LGA AT THAT TIME. WE ALSO ADVISED THE ATC CTLR 2 MORE TIMES THAT WE WERE NOT DECLARING AN EMER. WE PROCEEDED TO LGA AND LANDED NORMALLY WITH NO ASSISTANCE REQUIRED. FUEL REMAINING UPON ARR AT THE GATE WAS SLIGHTLY ABOVE RESERVE FUEL. I FEEL THIS SITUATION COULD HAVE BEEN AVOIDED WITH BETTER VECTORING EARLIER DURING THE ENRTE DSCNT PHASE OF FLT. PERHAPS PUTTING US AHEAD OF THE SLOWING TFC AS WE HAD REQUESTED EARLIER WOULD HAVE HELPED.
