Narrative:

Small aircraft Y was operating in the las vegas TCA without a transponder, he was assigned 4500 ft. Small transport X was overtaking the small aircraft Y at 5500 ft, I did not exchange traffic due to more than standard VFR separation that was present. Small transport X asked about small aircraft Y traffic that was at his altitude. I then asked the small aircraft Y his altitude and was told 5500, he said he, 'hit an updraft.' the pilot of small transport X had to take evasive action in order to prevent a mid air collision. I would suggest if any aircraft cannot comply with ATC instructions to advise immediately! Not only is it required but a darn good idea!

Title: SMA AT WRONG ALT AND HAD NMAC WITH SMT. SMA SAYS HIT UPDRAFT.

Narrative: SMA Y WAS OPERATING IN THE LAS VEGAS TCA WITHOUT A TRANSPONDER, HE WAS ASSIGNED 4500 FT. SMT X WAS OVERTAKING THE SMA Y AT 5500 FT, I DID NOT EXCHANGE TFC DUE TO MORE THAN STANDARD VFR SEPARATION THAT WAS PRESENT. SMT X ASKED ABOUT SMA Y TFC THAT WAS AT HIS ALT. I THEN ASKED THE SMA Y HIS ALT AND WAS TOLD 5500, HE SAID HE, 'HIT AN UPDRAFT.' THE PLT OF SMT X HAD TO TAKE EVASIVE ACTION IN ORDER TO PREVENT A MID AIR COLLISION. I WOULD SUGGEST IF ANY ACFT CANNOT COMPLY WITH ATC INSTRUCTIONS TO ADVISE IMMEDIATELY! NOT ONLY IS IT REQUIRED BUT A DARN GOOD IDEA!
