Narrative:
Flight was cleared for a visual approach runway 32 syr. Aircraft was on left base about to turn final when we received TCASII TA then an RA for descent. Blip of intruding aircraft appeared to be 500 ft below and merging with our flight path. We leveled at 2500 ft and flew through final. Tower called traffic, an small aircraft, to us right after we received RA and began evasive action. After traffic went off scope behind us we turned back to runway 32 for right base visual. We then saw the small aircraft on final. We were cleared to land. After landing we called tower to confirm what had happened. Tower supervisor said the small aircraft was VFR and was on a visual approach to 32 to keep us in sight. The small aircraft lost sight of us when we leveled at 2500 ft and extended through 32 final. The traffic was not called out to us when we contacted tower for landing clearance. We were already taking evasive action when tower called. After talking to tower supervisor we agreed that traffic should have been called to us, informing us that he was to keep us in sight, and land behind us. He also informed us that he had moved some aircraft around because of our evasive maneuver. Supplemental information from acn 187034: we were descending on a left base leg to runway 32 at syr with a visual approach clearance, when TCASII annunciated TA followed by RA 'monitor altitude'. We leveled off at 2500 MSL with traffic at 12 O'clock 2000 ft MSL (500 ft below us). Tower called out traffic to us about the time that the RA sounded and we were leveling at 2500 ft.

Title: ACR MLG DISCONTINUED VISUAL APCH TO SYR IN RESPONSE TO TCASII RA.
Narrative: FLT WAS CLRED FOR A VISUAL APCH RWY 32 SYR. ACFT WAS ON L BASE ABOUT TO TURN FINAL WHEN WE RECEIVED TCASII TA THEN AN RA FOR DSCNT. BLIP OF INTRUDING ACFT APPEARED TO BE 500 FT BELOW AND MERGING WITH OUR FLT PATH. WE LEVELED AT 2500 FT AND FLEW THROUGH FINAL. TWR CALLED TFC, AN SMA, TO US RIGHT AFTER WE RECEIVED RA AND BEGAN EVASIVE ACTION. AFTER TFC WENT OFF SCOPE BEHIND US WE TURNED BACK TO RWY 32 FOR R BASE VISUAL. WE THEN SAW THE SMA ON FINAL. WE WERE CLRED TO LAND. AFTER LNDG WE CALLED TWR TO CONFIRM WHAT HAD HAPPENED. TWR SUPVR SAID THE SMA WAS VFR AND WAS ON A VISUAL APCH TO 32 TO KEEP US IN SIGHT. THE SMA LOST SIGHT OF US WHEN WE LEVELED AT 2500 FT AND EXTENDED THROUGH 32 FINAL. THE TFC WAS NOT CALLED OUT TO US WHEN WE CONTACTED TWR FOR LNDG CLRNC. WE WERE ALREADY TAKING EVASIVE ACTION WHEN TWR CALLED. AFTER TALKING TO TWR SUPVR WE AGREED THAT TFC SHOULD HAVE BEEN CALLED TO US, INFORMING US THAT HE WAS TO KEEP US IN SIGHT, AND LAND BEHIND US. HE ALSO INFORMED US THAT HE HAD MOVED SOME ACFT AROUND BECAUSE OF OUR EVASIVE MANEUVER. SUPPLEMENTAL INFO FROM ACN 187034: WE WERE DSNDING ON A L BASE LEG TO RWY 32 AT SYR WITH A VISUAL APCH CLRNC, WHEN TCASII ANNUNCIATED TA FOLLOWED BY RA 'MONITOR ALT'. WE LEVELED OFF AT 2500 MSL WITH TFC AT 12 O'CLOCK 2000 FT MSL (500 FT BELOW US). TWR CALLED OUT TFC TO US ABOUT THE TIME THAT THE RA SOUNDED AND WE WERE LEVELING AT 2500 FT.
