Narrative:
Small aircraft X cleared to land runway 18. Small aircraft Y had previously landed runway 18 and turned off at runway 10 clearing both runways at taxiway C. Local controller last saw small aircraft X on 2 mi final runway 18. Small aircraft Y called ground controller on taxiway C and stated an aircraft is landing on his taxiway. Local controller tells small aircraft X he has landed on taxiway and needs to stop as soon as possible for small aircraft Y. Pilot of small aircraft X says he never saw the runway (asphalt) only taxiway (concrete reils runway 18 on step 2 runway lights off).

Narrative: SMA X CLRED TO LAND RWY 18. SMA Y HAD PREVIOUSLY LANDED RWY 18 AND TURNED OFF AT RWY 10 CLRING BOTH RWYS AT TAXIWAY C. LCL CTLR LAST SAW SMA X ON 2 MI FINAL RWY 18. SMA Y CALLED GND CTLR ON TAXIWAY C AND STATED AN ACFT IS LNDG ON HIS TAXIWAY. LCL CTLR TELLS SMA X HE HAS LANDED ON TAXIWAY AND NEEDS TO STOP AS SOON AS POSSIBLE FOR SMA Y. PLT OF SMA X SAYS HE NEVER SAW THE RWY (ASPHALT) ONLY TAXIWAY (CONCRETE REILS RWY 18 ON STEP 2 RWY LIGHTS OFF).
