Narrative:

Flight from dfw to fat during initial arrival phase was issued vectors off airway for descent and then cleared direct to clovis VOR. After handoff, the next controller issued a clearance to cross shavy intersection at or above 13000 descend and maintain 11000. Since we were not flying via the STAR, flight crew descended to 11000 ft at a normal rate. At 33 mi out oakland center controller advised flight crew of the clearance and said it was to provide clearance for terrain. Shavy intersection is 29 DME/040 radial from clovis VOR and we were on 045 degree direct as per previous clearance.
